Apple TVPhotos will repopulate your iPhone after a restore has taken place and the phone restarted, have you given the process enough time.

Albums from a computer
The way to get them back is to find out where they came from.
Note ((Every-One)) says the iPhone, or device, but that's where you viewed them from.
Even if you took the picture from the device they can still be saved to any of the above accounts.
1 Make sure your are signed into all of your accounts
2 Use the same method as before, any or all of the above account.
