My App Store will not let me download anything it asks me to sign in and then asks me to input my card details which are being declined

my App Store isn't letting me download anything. It asks me to sign in, then I have to input my card details which are being declined, all the apps I'm trying to download are free or are ones I've previously downloaded. What's going on?

iPhone 6, iOS 8.3

You may have an unpaid balance in the iTunes Store, which can prevent obtaining new apps until the balance is resolved. The article linked below details further information that can help get you back to downloading apps.
