Why did my playlist not transfer to the shuffle in order?

I created a playlist in a specific order on my iPhone 6. When I plugged in the shuffle to the computer and logged into iTunes, I transferred the playlist to the shuffle but it did not transfer in the same order as I have on my phone. Why is this and can I reorder the songs? THANKS!!!
