How do l change my Apple Store if my account has a balance which is not sufficient to cover my expected purchases

i Ian failing to change my billing details to Visa card (Apple Store) due to the fact that l have a credit balance of $0.89 which is not sufficient to purchase me additional storage space

iPhone 6, iOS 8.3
