I have an iMac 2008 with Yosemite. iPhotos updated to photos and now it will not recognize the pictures from my digital camera on import. They show up just fine, but won't import them. I didn't have that problem with iPhoto. My digital camera is a Kodak M1013.

The Mac OS X, iPhoto and now Photos has had problems with Kodak cameras on and off for some time now. The surest workaround is to either use a card reader or Image Capture to download the image files to a folder on the Desktop and import in to Photos from there.

Buy a USB Card reader. They are not expensive and much less trouble than having to connect the camera to download the photos from the camera.
This way you are avoiding problems of the camera's battery getting empty while downloading or similar.
