Thanks for using Apple Support Communities. Based on what you stated, it sounds like you are trying to backup the iOS devices to iCloud and you receive a message that you need more space. I would recommend that you read these articles, they may be helpful in troubleshooting your issue.

Jun 25, 2015 12:44 PM in response to mario49by Laenfj,TThese refs. don't help!...I have removed all my photo library from iPad settings/iCloud, but could it be because my photo library still exists in iCloud and won't be removed until after 30 days...and only then will I be able to backup my iPad?

If you were going to upgrade the storage space available, this article explains how to do it.
iCloud storage upgrades and downgrades - Apple Support
The downgrade will take effect after your current monthly or annual subscription ends.
