I am trying to back up my iPad and it says I do not have enough iCloud storage. So I attached it to my macbook air which has the time capsule for back up. but it still says not enough iCloud storage??

You cannot back up an iPad to a Time Capsule. That is for Mac backups. You either need to buy more iCloud storage, or back up to iTunes on your MacBook Air (and then that backup would be included with your Mac backup). See iOS: Backing Up and Restoring Data.
