I am trying to back up my iPad and I have it attached to my macbook air. which has the time capsule for backup. But it still says I don't have enough iCloud storage??

You cannot back up an iPad to a Time Capsule. That is for Mac backups. You either need to buy more iCloud storage, or back up to iTunes on your MacBook Air (and then that backup would be included with your Mac backup). See iOS: Backing Up and Restoring Data.
