A similar service was recently hacked, and the completed contents of 4 million iPhones are for sale on the dark net. That is a greater risk to teens than anything they might use the phone for. And if it actually works, why does the FBI complain that they can't see the contents of iPhones, and they've asked Apple to make it possible for them to? So I suspect it's a scam. Even with access to an Apple ID there is no way to see the contents of an iPhone without jailbreaking it. And THAT is also a much greater risk.

It's probably legal, but it also probably doesn't actually work.

It does work (sort of). It works by using the AppleID of the monitored phone to download and restore a backup of the device from iCloud to the TeenSafe server and makes the contents available via their web portal.

The catch is in order to monitor individual apps on the phone, parents must also have ID and password for each account; e.g. Facebook, Instagram, SnapChat, Kik. You'd have to ask your kid for that info and then place restrictions on the phone to prevent account changes, i.e. this keeps them from setting up new accounts, changing passwords thus locking you out, turning off GPS, etc.

Teensafe is a clumsy ineffective solution which provides little or no benefit for the fees they charge. Teensafe will not display photos or video. The Apple "Find Friends" app works very well for monitoring location and letting you set alerts if/when they leave a location, e.g. a sleepover at a friend's house. This is better than Teensafe's functionality which is troublesome and intermittent.

Legal- The Children's Online Privacy Protection Act of 1998 (COPPA) is a federal law (15 U.S.C. §§ 6501–6506) which prohibits collection of data from children under the age of 13. So.... Teensafe cannot be used for tweens.
