After submitting an an iBook to Apple for publishing, how long does it take before people are able to see and purchase it on the iTunes store?

You can ask via email > ibooks_applicationsupport@apple.com
It can take up to five business days to receive a reply.
you can also phone the iBooks support team and discuss it with them- log into your iTunes Connect account for the numbers.
They can be very helpful and can sometimes expedite the review process (or at least request this).
In my experience, most submissions are passed within 2-3 days, and some of my books have been on sale at the end of the same day.
