If you mean that all your referenced files are also on the startup disk, you should be able to select some of them at a time, say a few GB's worth, consolidate them, & then delete them (move to trash & empty it) from their original location, thus freeing up the space they were using.

If you just want to transfer everything from the MacBook to a new iMac, you can use Setup or Migration Assistant when you first start up the new one to transfer your entire user folder (& optionally any third party apps you have added to the MacBook) to it. This is by far the easiest way to go -- even if don't want everything it is usually easier to delete unwanted stuff afterwards than to try to pick & choose what to transfer.

The iPhoto Library probably is using very little extra space. See Photos saves disk space by sharing images with your iPhoto or Aperture libraries - Apple Support for more about that.

You still have not said where your libraries are stored, or for that matter where the referenced files are. You are going to have to move something somewhere but what or where is impossible to say without a lot more info from you.

How much space is available? Is your Photos Library stored on your startup disk (usually it is in your user's Pictures folder)?

You need to keep at least 10 to 15 GB free on the startup disk at all times. The OS needs this space to be able to create temporary, cache, & other working files. When it does not have enough space for this, it can cause problems, up to & including crashes & data loss.

You can, but you will only gain 2GB storage and and you will no longer be a ble to use iPhoto for the many things that Photos cannot yet do, like assigning locations or batch changing tiles. Also, you may need iPhoto to repair or rebuild older iPhoto libraries before migrating them to Photos. At least keep a backup copy of iPhoto, so you can reinstall t if need be.
