Apple TV light blinks, and have the apple symbol on my television, but Apple TV won't respond to anything

i I bought my mom an Apple TV last year, and she's having a problem with it. The box itself is blinking a white light, and the Apple symbol is on the television screen. It will not respond to the remote or reboot at all. So far, I've unplugged all the cables and pressed the menus and play button at the same time based on another post I had read. That didn't work. It won't respond to any remote command and it doesn't change or do anything differently when I unplug it and plug it back in. does anyone have any advice?

connect it by microUSB to the computer and restore the firmware

whats the procedure on the computer? Do I go to iTunes?

Remove ALL cables from Apple TV. (if you don't you will not see Apple TV in the iTunes Source List
Connect the micro USB cable to the Apple TV and to your computer.
Reconnect the power cable (only for Apple TV 3)
Open iTunes.
Select your Apple TV in the Devices list, and then click Restore.

Hi guys, tried all of the above - two different micro usb's showed up in iTunes, did restore x 2 and all looked good until I connected to TV and still blinking with just apple logo.

any thourghts?
