Q: How to set up Buddies list?

How to set up Buddies list? Still on Mt. Lion, (10.8.5) does that matter? Everything under Buddies is greyed out.

The instructions for v10.8 Mountain Lion should be the same for Mavericks > Messages (Mavericks): Use buddy lists
