Q: Unable to connect to bluetooth device with IOS 8.3

Hi,

I have an iphone 5S running IOS 8.3 (latest IOS version).  I have been unable to

1. Connect to a newly purchased bluetooth device (speaker).

2. Connect (or see) another iPhone 5c using bluetooth.

3. Connect to an Iphone 6 using bluetooth.

I have reset my network settings and still it won't work.  My WI-FI connection is fine but it seems bluetooth just won't work. 

Is there anything else I can do?  I don't want to revert to an older IOS (Like 8.2) and I thought that IOS 8.3 fixed a known bluetooth connectivity bug.

Anyone else having the same problem?  The speaker manufacturer is sending out a replacement device but because I can't connect to other Apple devices, I suspect it is the IPhone causing the problem and specifically the IOS.

I'm not a techy btw...
