It says I have thirty days to download them. How can I tell whether or not they've been downloaded? I cannot find anything in the program that tells me where the original file is stored.

If you go to System Preferences > iCloud and Sign Out, your photos won't sync to your iPhoto or Photos Library.
Just shutting down your computer won't stop iCloud from syncing data.
