Q: Your purchase could not be completed??? Why??? Help

I recieve this message when trying to download the 'a beautiful mess' app. Can anyone explain why this is happening please. I have money in my bank.

I believe that the App Store requires an active Credit Card or Gift Card. They do not take Debit Cards.
