Q: how to fix grayed out wifi on iphone 5s

i have an IPhone 5s

and for some reason the WIFI button is grayed out

i am unable to use the WIFI and Bluetooth

I have reset the Phone as well as the network settings

no luck

iPhone 5s, iOS 8.3
