Can't turn off iCloud keychain

My iCloud keychain is empty on one of my devices. The keychain app in general has been really unstable: crashing when I try to show/copy passwords. I wanted to turn off iCloud keychain & turn it back on again, but the checkbox re-checks itself. Any ideas?
