How do i get safari alert off my iphone

The safari alert keeps popping up on my iphone 6...it said to call a number but everyone said it was dake...how do i get the safari alert off my iphone so i can use my safari again

iPhone 6, iOS 8.3

1. Double tap Home button, swipe up to delete Safari from multitask-list.

2. Settings > Safari >

Block Pop-ups: ON

Block Cookies: Allow from Website I Visit

Fraudulent Website Warning: ON

Clear History and Website Data

Advanced > Website Data > Delete All
