i broke my phone and i can not access anything on it because i cant unlock the screen. how can i trasfer my contacts to my new phone?

If you had your Contacts synced with iCloud when you set up your new phone and sign in to the same iCloud account your Contacts will copy to the new phone automatically.
You can restore a recent backup; you can re-sync data saved on the computer; you can re-sync data stored in your iCloud backups. But you will not be able to get anything from your old phone.
