I bought a new iPhone from someone after setting up I noticed the wifi button is grey does anyone know why?

I Recently bought a iphone off a second hand website and after putting my sim in it and setting it up I've noticed my Bluetooth button is just a spinning symbol and the wifi button is grey ,does anyone have any suggestions?
