Everytime I try to send an email to someone, I get an email saying that the message was "permanently failed". Why does this keep happening???

It sounds like you are unable to send any emails due to this error you are getting when you try. I would recommend using the Mail Connection doctor to help you determine what might be holding things up and this article will help you with using the Connection Doctor:
