Hey there John7491,


It sounds like you are unable to restore your phone because you are for some reason unable to turn it off in your Settings. You would need to use Recovery Mode to do this:


If you can't update or restore your iPhone, iPad, or iPod touch


Keep in mind you will need the password to the account to which the device has Find my Phone enabled with. If you need to reset the password for the account this link will help you:

iCloud: Change your password
