You are not addressing Apple here, just other users who can't do a thing about that.

I still see an emoji tongue on my iPad (iOS 8.3) :

For the flag, you could try asking the Unicode Consortium to add it : http://www.unicode.org/faq/emoji_dingbats.html

Is this the Dominican flag emoji you want ?

If yes copy the flag. Then go to settings> general> keyboard> shortcuts> tap the + sign> paste the Dominican Flag in the top line and DF in the lower line( see sceenshot)> tap save.

Now when you want a Dominican flag emoji tap DF followed by a space.
