For over a month now my photos are not uploading to my iCloud account from my iPhone 6 Plus. The same is happening for downloading missing pictures from icloud.
I Have now over 9000 photos to upload and 13,000 to download. How do I fix this?

Its not moving at all. Screen shot attached.
How long has it been like that and do you have any video in the library.
TThis has been like this for at least two weeks. Yes there are videos.
Videos can certainly prolong things, but if the numbers have been exactly the same for 2 weeks I suspect it's more than that. Have you tried connecting to another network somewhere (preferably not a public one) and trying again.
Yes I have tried connecting to other trusted networks (both my offices and home networks).

Aassuming you have tried turning iCloud Photo Library off and on again, I'm not sure what else to suggest, what other devices are syncing with this library and what if anything is currently happening on these.
Yes I have tried turning iCloud Photo Library on and off. I have a MBP which is stuck on 25 items to download and I have a iPad Mini which I have not used in approximately 3 weeks which was also syncing but don't know the status of that.

It might help or at least be easier to monitor if you did one device at a time. I wonder if it might not be best if you just tried to get the MacBook to complete as a first step.
Thank you for your suggestion and assistance. I will try that out and worst case if it doesn't work I may end up walking into an Apple store and asking for their assistance.
I have the same problem on my iPhone 6 plus with iOS 8.3. When it happened the first time, I have switched off photos and then switched back on, it took two days to rebuild my library back on the phone, but I had all the photos and videos uploaded in the end. The problem is that after a couple of weeks it happened again. I have been reading that it is a bug that apple still has to fix, and for what I read it is only happening on the 6 plus.

I am having this problem too. I turned off iCloud Photo Library (removed photos from iPhone because the other option didn't do anything) and turned it back on. Now instead of being stuck on 452 items, it's stuck on 3,272 items to upload. Wow. That's great.

Does the screenshot show that the
phone is in airplane mode? Would
that affect the transferring of the
photo and video files? Is a sim card
necessary for the files to transfer?

im having this exact problem too. It is stuck in the upload process and has been for weeks and weeks. Not moving from this number. I've turned off the beta and on again but it still gets stuck.
