Upgrading my Cloud but system declines the order
I Have Air IPad and I want to upgrade my device on 200 gb but the system declines order asking me to change another way of order it.

Are you wanting more iCloud storage space.
Is your payment details up to date .
Go to itunes bottom of page click on Apple ID
Manage payments.
If this is not the right answer please ask your question again but with more details .
