I'm using a factory unlocked iPhone 5 running iOS 8.3. I need to enter APN setting for my carrier but unable to find Cellular Data option is Settings. Normally it was available in Settings > Cellular > Cellular Data.

You do not need that if your carrier supports iPhone.
Talk to your carrier maybe you need to update carrier settings.

My carrier (Dialog Sri Lanka) does support the iPhone. However, even when I'm in an area that supports 4G/LTE the iPhone shows signal on 3G. When spoke to the carrier I was advised to enter the APN settings specific to my carrier. Unfortunately I can't find the Cellular Data option to set it.

As you see in the below screenshot taken off the link you shared, my carrier (Dialog) does support LTE.

Tried, but no success. The KB article iOS: About cellular data network settings (viewing or editing the APN) - Apple Support also mentions the possibility of manually entering APN settings in Cellular Data. But that option is missing in my iPhone.
What is the model number of the phone, and where was it purchased?
It was purchased in the U.S. as a factory unlocked iPhone. I'm using it in Sri Lanka with Dialog as my mobile carrier (Authorized Reseller for Apple and supports iPhone). Please refer image below for model and other details.

The A1428 GSM iPhone 5 sold in the US is not compatible with the LTE network in your country. You bought the wrong phone.
Yes, it does not. Further research into the issue revealed this iPhone supports LTE Bands 4 and 17 on 1700/2100 MHz. My carrier (Dialog Sri Lanka) supports devices on LTE Band 3 on 1800 MHz.
