1920 x 1080 video from iPhone 5s is imported as 1280 x 720 into Photos. I cannot find a setting that will correct this. If I use iPhoto instead to import the same video, it imports as 1920 x 1080 at 30pfs as it was recorded. Also if you try to copy a video from Photos by dragging it to the desktop it takes a very long time, but the same operation in iPhoto is almost instant.
I experienced the same when importing HD video from my iPhone.
There is a really simple way to sort. You just need to import using the Image Capture App.

I think it's a bit shortsighted of Apple not to allow 1080 imports into Photos, but I guess there is a reason for this.

How are you importing the video into the Photos library? Via a USB cable and the Photos import window? Imports are a bit by bit copy and no resizing is done. As a test use Image Capture to download video files form your iPhone to a folder on the Desktop. Check them with Quicktime Player to see what format and size they are. Import into Photos and check the size in Photos. They will be the same.
Next import the folder of video files into Photos and check to see what the size and format is.
If you drag a video from the Photos window to the desktop it gets converted to a .m4v formate and is downsized. If you want the original file then Option-drag the video thumbnail to the Desktop.
Can anyone else confirm both of these behaviors: (1) Loss of resolution, (2) Export of video?
