You should be able to use a debit card, more likely if it is supported

by one of the larger bank affiliations (mc, amx, visa, dis, or regional

EU/other) as certain areas often have a regional affiliation to those.

•Create an iTunes Store, App Store, or iBooks Store account without a credit card or other payment method - Apple Support

You may be able to use another form of payment such as a gift card

or perhaps pre-paid visa, etc card that can be re-charged for use.
