You cannot change the Security Questions if you do not know your Apple ID password and the Security Questions themselves. If you could, then you would have no security at all, since anyone else could do the same thing.


Apple is not here - this is a user to user support forum.


You are, however, going to have to call Apple to get your Security Questions reset. The email referred to in the support article is the Rescue email address which would not be your Primary Apple ID email address nor any of your Alternate email addresses on that Apple ID. It would be a totally different email address not related to your Apple ID in any other way.


If you do not see the link to that email being sent, then you do not have a Rescue email address set up on the Apple ID.


Not sure why you were "locked out" of three other Apple IDs and you didn't get them unlocked?


However, bottom line, to get the Security Questions for this one reset, you will have to contact Apple Support:


ACCOUNT SECURITY CONTACT


Sounds like you may want to look carefully at Two-Step Verification. With that type of security on your Apple ID, you do not have any Security Questions at all. You just need another iOS device or a phone that can receive SMS Messages. Two-Step comes with some irritations, like needing to supply"App-Specific" passwords for sign on to Messages and FaceTime as well as a few others, but once you get the hang of that part, it is extremely easy:
