It sounds like your payment info is being declined when you are trying to verify it. You may be able to remove it altogether with this article:
Change or remove your Apple ID payment information in the iTunes Store
If you cannot remove the payment info, then this article might shed some light as to why not:

You're right, my mistake. I must have been looking at another post and replied to you with the wrong info. Sorry about that. As far as your question goes about having a running timer as the video records, that is not function that iOS has. You may need a third party app to do that.
I want to be able to imbed a timer in my video recording so that it can be a part of the video. Is this possible?
