Q: I want to be able to imbed a timer in my video recording so that it can be a part of the video. Is this possible?

It sounds like your payment info is being declined when you are trying to verify it. You may be able to remove it altogether with this article:
Change or remove your Apple ID payment information in the iTunes Store
If you cannot remove the payment info, then this article might shed some light as to why not:

Jun 29, 2015 2:42 PMby sterling r,You're right, my mistake. I must have been looking at another post and replied to you with the wrong info. Sorry about that. As far as your question goes about having a running timer as the video records, that is not function that iOS has. You may need a third party app to do that.
