Q: Why can't I see all of my apps listed on the "Use cellular data for" setting on my iPhone 6?

I just got an iPhone 6, and when I go to "Settings" and then "Cellular," I do not see all of my apps listed in the "Use cellular data for" section. All that is there is FaceTime, Mail, Passbook, and Safari. I thought I would be able to choose for which apps I want data turned on, but I do not even see any of my apps listed there (like Youtube or Tumblr). Why isn't anything there? Could it have something to do with the fact that I just synced all my apps on iTunes from my old iPod Touch  to my new iPhone? Please help!

Having this same problem after updating an iPhone 5 to iOS 8.4.  Under the "Use Cellular Data For" option, the only apps that are now listed are FaceTime and Passbook.

I have about 650+ other apps on the phone.  I do need to use cellular data for calendar, email, a few GPS apps, travel apps, etc.  But I do need to block cellular data usage to most of my other apps as I'm on a limited data plan.  Did @sberman response "You'll see the apps there eventually." work for anyone with the same issues?  (I've had this problem for over 3 days with no change in status).

sberman was right - apps began to show up in the "Use Cellular Data For" section when I used each app with data. No app appears listed until I actually open an app when there is no Wi-Fi, prompting data to be used. Thanks for the advice, sberman!

So Sbreman's answer is correct, but this leaves a big problem - in order to shut off data access for apps, you need to use some data from within those apps and then come back to settings and shut it off.  Repeat for every new app you add (and maybe they disappear when they update?  Or when you "Reset Statistics?"

This won't achieve what I'm trying to do - turn off data for everything except MMS.  Until I've used every app in cellular data mode ($$$) then I can't tell it not to use data.  Counter intuitive and counterproductive actually.
