Difference between iCloud Drive vs iCloud

Could someone please explain the difference between iCloud Drive and iCloud. I was using my numbers or pages

to transfer my documents between iPad and my Mac Pro. Now nothing seems to want to show up? I have turned everything

on the way instructions say but I cannot even sign into iCloud with my iPad. What am I doing wrong? 😟
