just deleted my recently deleted pics
Is there a way to recover my videos and pictures even after deleting them and deleting everything in the recently deleted file?

If you have deleted content from the iCloud Photo Library and the Recently Deleted album, then the only way to get that content back would be restoring from an iTunes backup or syncing from a computer that has the content on it.
