There isn't an Apple supported method of doing this, to my knowledge. It's a phone, therefore it requires a phone connection (cellular activation via carrier).
You can have the phone unlocked by it's previous carrier so you can switch to another carrier if that's the goal: https://support.apple.com/en-us/HT201328

Jun 29, 2015 1:08 AM in response to BiancaTayby Courcoul,The activation process needs connection to Apple's servers. But the new phone is unconfigured so Wi-Fi is unavailable. Hence, the only way to get the indispensable connection is thru the carrier's data link. Of course, any cell-based link is good. If the phone is unlocked, any working SIM with data capabilities works.
