How do I improve connectivity between PC and iPad?

To assist in research I have an iPad Mini with a ScannerPro app. With these I scan documents and then download them in iCloud. Ideally, I can then access the files on my PC (Vaio, Windows 7), save as a pdf and print them. However, although the scanning works fine, I am having trouble downloading the files on the PC. At present I have 13 files saved in iCloud on my iPad which I cannot seem to access and therefore download. Is this a problem of connectivity? How can I fix it?
