Do you use iCloud Photo Library (iCPL)?
Are the photos showing in iCloud.com>Photos on Safari?
Is your phone backed up in iTunes?
Do you use a computer with the Photos app??
If you have a computer, do you see the Photos library in the Finder>Pictures folder?
Do you have backup of the computer, eg Time Machine?
If you have iTunes backup, I suggest you go into iTunes Preferences and right click on it to, archive it, so it doesn't get overwritten.
