Does red in the audio waveform in the timeline definitely mean clipping?

I was adjusting audio for a film yesterday. Sometimes the audio meters would not be clipping.....but the waveform in the clip in the timeline had red peaks. Does that indicate clipping? It seems weird to me it would be red in the timeline but the audio meters don't show clipping.

Timeline waveforms are estimates, are relative, and not a substitute for meters. They're general, not precise.

If a clip is clipping, will it automatically show up in the audio meter? Isnt it possible the overall level is low enough but within the clip itself, it is clipping? How would I search for that possibility in FCP X?
