So I have my iCloud email address as an alternative email on my account.
My primary email address is a hotmail address but I want to change it my iCloud email address.
How do I make my iCloud email address the Primary Email Address and The Apple ID ?

I'm afraid you can't. You can only make your @icloud.com address your Apple ID if you do it when you create both together from the iCloud prefs pane. Once you have an iCloud account using a non-Apple address as the ID/login you can change that to another non-Apple address that isn't associated with an Apple ID, but you can't change it to an @icloud.com address.

Sure, just ask everyone send mail to your iCloud address (@icloud.com)
It's usually possible to set up forwarding from another address to your iCloud one - it depends on the service provider. However note that you can't reply using iCloud's outgoing server with anything other than your @icloud.com address as the 'From' address. (Of course on a Mac you can set the outgoing server to be your ISP's one.)
