Itunes connect asks me to add credit card data in account. Is it necessary to publish free book?

I do not need a incoming payments, especially I haven't US tax ID. But Itunes asks me to add credit card data. From what?

MacBook Air, OS X Yosemite (10.10.3)

Yes, but you won't be charged. Apple needs to verify you.
