Finder preview shows incorrect dates for jpg

The Finder preview for jpg files shows the same dates for Created, Modified and Last Opened. Same for the 2 dates in the Get Info window. The date displayed for all three is actually the Modified date. If I open one of these files into an Exif editor, it reveals the correct "Created" date which is different than that displayed by the Finder.

What is wrong with the Finder? Is there a way to fix this?
