If they are automatically downloading on a device after you buy them on the other, then check to see if you currently have Settings > iTunes & App Store > Apps (under the 'automatic downloads' heading) 'on', and if you have then set it 'off' on both.

i am upgrading my I phone and I don't want to lost my contacts any idea if I back up my current phone is it easy enough to transfer the contacts /photos across to the new phone
They should be included in the backup (or if your contacts are stored on your icloud account, or linked to an email account, and use the same account on your new phone then using that account on new phone should also pick them up).
To backup your current phone to your computer's iTunes library do File > Devices > Back Up, and copy and iTunes downloads that aren't already in your iTunes library via File > Devices > Transfer Purchases, and then restore that backup onto the new new phone (a backup doesn't contain any of your store downloads, a restore looks to pick them up from your iTunes library, which is why you need to do Transfer Purchases)
