I Don't have acces to the ordinal device that I have set my iCloud keychain on! apple support didn't help me

Well I think I might of figured it out because when I log into websites it will say do you want to save passwords! But when I click on settings, iPhone key chain it just say pending? It that just for if I want to have my safari stuff saved for another apple device! I don't have the original device the I originally set up the key chain with
iCloud Keychain don't have acces to the device that I have originally set it up! I talked to spoke support but they didn't help me
