i want to change my apple id to my icloud address. it won't let me because it is being used. Is it because i am using that adddress as a alternate in icloud

You can't change your Apple ID to your @icloud.com address (or @mac.com or @me.com if applicable), only to another non-Apple address which isn't associated with an Apple ID.

No it's not because it's your alternate address, it's for the reason stated by Roger, so no deleting your alternate address won't help. What exactly are you trying to achieve, you can use either the primary address or the alternate address to log in.
