Q: Two step verification.

I Get to step one of the two step verification where it has you enter your phone number and you're supposed to receive a four digit verification number but I have tried this multiple times and have yet to receive the verification code. Has anyone else had this issue or know how to fix it. I've tried it on both my iphone and iPad.

I Have also had my iCloud hacked twice and Apple said this was the best option to go with I would just like to be able to set it up. I appreciate all comments and opinions.
