Unable to add my computer to itunes match

I had to change countries so I needed to cancel my itunes match and subscribe again.

Now I try to add my mac to itunes match and have not been successful so far.

Sometimes, it will just say it cannot contact the store; sometimes it will go all the way to step 3 and finish, saying I have 3,100 songs in iTunes Match. The problem is the Match tab disappears as if it was disabled and when I go to the iTunes Store it acts as if I had not added this computer to itunes match yet.

I can repeat this process over and over but the results are the same.

Anyone able to help?
