If its running a full Windows 8.1 installation (not the RT version or Android), Then yes, you can install iTunes just fine.

If the tablet in question is running Windows 8.1 (not the RT version), and meets the minimum requirements for iTunes, then yes - at least in the sense that it will install. Whether it is then usable will depend on the processor power, memory and storage available to it.
Android, so no iTunes. Coincidentally, I tried putting iTunes on an HP Stream 7 Windows tablet - installed fine and, somewhat to my surprise, works pretty well (albeit with a very small library, less than 50 albums).
