I Pre-ordered Dark Before Dawn album for Breaking Benjamin 3 months before the release. there were only 3 songs available.
after they released it in June I can't download it for free, I have to pay again in order to download the rest of the song.
I tried to change the store country but it did not solve it.

You weren't charged when you pre-ordered it, you are only charged when pre-orders are released. If three songs have already been released then you should now be charged for the remaining price of the album (full price minus the price of the three tracks), plus any applicable taxes.

Do you mean I will be charged Song by Song when I pre-order an album? so it is cheaper if I wait the official launch and buy the album ?
You will end paying the same price - the 3 tracks that you say have already been released should have been charged at their full track price, to download the rest of the album you should only be charged the remaining amount i.e. the album price minus the prices of those three tracks
