Turning off 2 step security questions does not work!!!

Apple is now a real pain. There is no where or no way to turn off security questions, I have looked everywhere and followed all the instructions online! All I want to do is buy an app, why all these questions?!

Also, everytime I click buy, it takes me to payment verification even though I have credit via codes. I have done this for years without any issues - what's changed now?!

All this hassle and multi - layer steps with Apple, Maybe I should just go look for an android phone!!!
