Moving Photo's Library iCloud issues

I copied the Photo Library to external hard drive, added it as the System Photo Library (in the hopes of freeing up space and deleting the old one) BUT now iCloud wants to re-upload all my photos... 27,000 worth. Eek! What did i do wrong?
